Welcoming might be a bit of stretch -- I agree about Smith -- but he did not know the Nigerians were coming until they were already there. At least that is what I read into this.

It appears from Father Ted's communication to his parish, Bishop Smith is playing centrist, and had no prior knowledge of the visit of the Africans.
If +Smith wishes to appear in control of his own diocese, I assume the proper ass chewing shall ensue.
This is the resolution proposed to General Convention by my diocese, submitted to our diocesan convention by the local Oasis taskforce.
